The Secretary of State for Transport, in exercise of the powers conferred by sections 45 and 46 of the Road Traffic Act 1988(1), and all of enabling powers, and after consultation with representative organisations in accordance with section 195(2) of the Act, hereby makes the following Regulations:
1. These Regulations may be cited as the Motor Vehicles (Tests) (Amendment) (No. 5) Regulations 1991 and shall come into force on 1st January 1992 immediately after the coming into force of regulation 10 of the Motor Vehicles (Tests) (Amendment) (No. 4) Regulations 1991(2).
2.—(1) The Motor Vehicles (Tests) Regulations 1981(3) shall be further amended as follows. (2) In Schedule 2–
(a)in paragraph 3, for “3, 4, 5” there shall be substituted “2, 3, 4”.
(b)in paragraph 4(a), for the words “paragraphs 1 and 2” there shall be substituted the words “paragraphs 1, 2 and 3”;
(c)in the table in paragraph 4(b), after item 20 there shall be inserted the following item–
“20A | 25 | Tyre Load and Speed Ratings”; |
(d)in the table in paragraph 5(b), item 30 shall be omitted; and
(e)in paragraph 6, for “30” there shall be substituted “20A” and for “paragraphs 1 to 5” there shall be substituted “paragraphs 1 to 4”.

These Regulations further amend the Motor Vehicles (Test) Regulations 1981. The Motor Vehicles (Tests) (Amendment) (No. 4) Regulations 1991 amended the 1981 Regulations by (amongst other things) substituting a new Schedule 2 with effect from 1st January 1992. Regulation 2(2)(a), (b) and (c) of these Regulations correct three errors in the substituted Schedule. Regulation 2(2)(d) and (e) makes consequential amendments.
