The Secretary of State for Transport, in exercise of the powers conferred by sections 49 and 51(1) of the Road Traffic Act 1988(1) and the Department of Transport (Fees) Order 1988(2), and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:

1.  These Regulations may be cited as the Goods Vehicles (Plating and Testing) (Amendment) (No. 2) Regulations 1991 and shall come into force on 1st April 1991.

2  The Goods Vehicles (Plating and Testing) Regulations 1988(3) shall be further amended in accordance with the provisions of these Regulations.

3.  In the Regulations specified in column 1 of the Table below for the amounts specified in column 2 of the Table there shall be substituted the amounts specified in column 3 of the Table.

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Goods Vehicles (Plating and Testing) Regulations 1988 (the “1988 Regulations”) as follows.

Regulation 3 makes the following amendments to the fees prescribed by the 1988 Regulations.

(a)The fee payable on an application for a first examination or periodical test is increased from £28.00 to £30.80 in the case of a motor vehicle and from £15.25 to £16.70 in the case of a trailer. Where the appointment for such a test is, at an applicant’s request, on a Saturday, the supplement to the normal fee is increased from £17.50 to £18.60 for a motor vehicle and from £11.00 to £11.70 for a trailer.

(b)The fee for a re-test or further re-test within 14 days after the first examination or earlier re-test at the same station or at another station and by arrangement is increased from £14.25 to £15.60 in the case of a motor vehicle and from £8.25 to £9.00 in the case of a trailer. Where the appointment for such a re-test is, at an applicant’s request, on a Saturday, the supplement to the normal fee is increased from £8.75 to £9.30 for a motor vehicle and from £5.50 to £5.80 for a trailer. The fee for re-tests in other circumstances is increased from £28.00 to £30.80 in the case of a motor vehicle and from £15.25 to £16.70 in the case of a trailer. Where the appointment for such a re-test is, at an applicant’s request, on a Saturday, the supplement to the normal fee is increased from £17.50 to £18.60 for a motor vehicle and from £11.00 to £11.70 for a trailer.

(c)The fee payable on a request for an amendment to a plating certificate following a notifiable alteration or for a re-examination where a particular in the certificate is or may be no longer applicable is increased from £11.75 to £12.90. Where an appointment for a re-examination following a notifiable alteration or with a view to amendment of a plating certificate is, at an applicant’s request, on a Saturday, the supplement to the normal fee is increased from £7.50 to £8.00.

(d)The fee payable on an application for a replacement for a lost or defaced plate, certificate or Ministry test date disc is increased from £8.25 to £8.80.
