In exercise of the powers conferred upon me by section 2(2) of the European Communities Act 1972(1), I hereby make the following Regulations:

(1)

1972 c. 68. The Secretary of State is the designated Minister for the purpose of these Regulations by virtue of S.I. 1981/1536 and 1983/1706.
