The Secretary of State, in exercise of the powers conferred on him by paragraph 2(3)(b) and (4) of Part III of Schedule 2 to the Broadcasting Act 19901 and of all other enabling powers, hereby makes the following Order a draft of which has been laid before and approved by a resolution of each House of Parliament:—
