Whereas a draft of the following Order has been approved by resolution of each House of Parliament:
Now, therefore, the Secretary of State for Transport, as respects England, the Secretary of State for Wales, as respects Wales and the Secretary of State for Scotland, as respects Scotland, in exercise of the powers conferred by section 124 of and paragraph 15 of Schedule 9 to the Road Traffic Regulation Act 19841, and of all other enabling powers, hereby make the following Order:—
