13.—(1) Subject to sub-pararaph (2) below, section 97 of the Magistrates' Courts Act 1980 shall apply to proceedings to which this Schedule applies as it applies to a hearing of a complaint under that section.
(2) The power of a justice under section 97 of that Act to issue a witness summons may be exercised by a justices' clerk.
