Coming into force in accordance with regulation 1

Whereas a draft of these Regulations has been laid before, and approved by resolution of, each House of Parliament pursuant to paragraph 2(2) of Schedule 2 to the European Communities Act 19721:

The Secretary of State, being a Minister designated2 for the purposes of section 2(2) of the European Communities Act 1972 in relation to units of measurement to be used for economic, health, safety or administrative purposes, in exercise of powers conferred by that section and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
