The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 55(2) to (6) and 143(1) and (2) of the Local Government Finance Act 19881, and of all other powers enabling them in that behalf, hereby make the following Regulations:
