The Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred upon them by sections 39(5) to (7), 67(4), 70(1) and (5) and 71(1)(b) of the Local Government and Housing Act 19891 and all other powers enabling them in that behalf, hereby make the following Order:
