18. The short title of the enactment [F1(or any Act of the Scottish Parliament containing provision made by virtue of section 81(3) of the Scotland Act 1998)] (if any) which provides for both—E+W+S
(a)the setting up of the scheme, and
(b)the determination of the rate or amount of the benefits under the scheme.
