The Secretary of State for Transport, in exercise of the powers conferred by section 73(1)(a), (3), (4), (6)(a) and (9) of the Civil Aviation Act 19821 and of all other powers enabling him in that behalf, and with the consent of the Treasury in respect of regulation 2(2), hereby makes the following Regulations—
