The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 74, 140(4) and 143(1) of the Local Government Finance Act 1988(1) and section 71(6) of the Environment Act 1995(2), and of all other powers enabling him in that behalf, hereby makes the following Regulations—

1988 c. 41. Section 74 was amended by regulation 5 of the Local Government Changes for England (Finance) Regulations 1994 (S.I. 1994/2825), paragraph 72 of Schedule 13 to the Local Government Finance Act 1992 (c. 14), and paragraph 21 of Schedule 6 to the Local Government (Wales) Act 1994 (c. 19).

1995 c. 25; under section 71(2) a National Park authority is deemed to be a levying body within the meaning of section 74 of the 1988 Act.
