The Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred on them by section 86 of the Housing Grants, Construction and Regeneration Act 19961 and all other powers enabling them in that behalf, hereby make the following Order:
