The A1 Trunk Road (Islington) (Temporary Prohibition of Traffic) Order 1999

The Traffic Director for London, following a direction given to him by the Secretary of State under section 58(1) of the Road Traffic Act 1991(1) and in exercise of the powers conferred on the Secretary of State by section 14 of the Road Traffic Regulation Act 1984(2), and of all other enabling powers, hereby makes the following Order:–

1.  This Order may be cited as the A1 Trunk Road (Islington) (Temporary Prohibition of Traffic) Order 1999 and shall come into force on 17th June 1999.

2.  This Order is made because the Traffic Director for London is satisfied that traffic on the length of road mentioned in the schedule to this Order should be prohibited from stopping because of the likelihood of danger to the public.

3.  During the period starting at 00.00 hours on 17th June 1999 and ending at 17th December 2000 or when the likelihood of danger to the public has receded, whichever is the sooner, subject to the provisions of article 4 below, no person shall cause or permit any vehicle to stop at any time in the length of trunk road specified in the schedule to this Order.

4.—(1) The provisions of article 3 above shall apply only during such times and to such extent as may from time to time be indicated by traffic signs specified by regulations or authorised under section 64 of the Road Traffic Regulation Act 1984.

(2) The provisions of article 3 do not apply in respect of:

(i)any vehicle being used for fire brigade, ambulance or police purpose, or

(ii)anything done with the permission or at the direction of a police constable in uniform or a traffic warden, or

(iii)a bus stopped at a bus stop for as long as may be required to enable passengers to board or alight, or

(iv)a bus stopped at a bus stop or a bus stand and being used for operational reasons in the course of providing a London bus service (as defined in section 34 of the Transport Act 1985(3) under an agreement with London Regional Transport or training drivers to allow such a service to be provided.

(3) In this article “operational reasons” means:

(a)to enable passengers to board and alight;

(b)to enable crew changes to take place;

(c)to maintain the scheduled timetable subject, in the case of a bus stop, to a maximum wait of two minutes.

5.  In so far as, and during such times as, the prohibition specified in article 3 is in force, the provisions of the A1 Trunk Road (Islington) Red Route Traffic Order 1993 are hereby suspended so far as they relate to the length of road specified in the schedule to this Order.
