These Regulations supersede the Education (Teachers) Regulations 1993 (“the 1993 Regulations”), other than the provisions relating to the barring of school teachers. All parts of the 1993 Regulations except provisions relating to barring are revoked as regards England. These Regulations make provision in relation to England only.

In exercise of the powers conferred on the Secretary of State by sections 218(1)(a), (b), (d), (2), (2A), (2B), (3), (5), and 232(5) and (6) of the Education Reform Act 19881 the Secretary of State for Education and Employment hereby makes the following Regulations:
