Coming into force
Whereas the Public Lending Right Scheme 19821 (“the Scheme”) was brought into force on 14th June 1982;
and whereas the Scheme has previously been varied2;
and whereas the Secretary of State, after consultation with the representatives of authors and library authorities and with others who appear likely to be affected, has further varied the Scheme;

The variations in the Public Lending Right Scheme 1982 which were made on 22nd February 1999 and are set out in the Appendix to this Order shall come into force on 1st July 1999.
APPENDIXVARIATIONS IN THE PUBLIC LENDING RIGHT SCHEME 1982 MADE BY THE SECRETARY OF STATE ON 22ND FEBRUARY 1999

Article 6 of the Public Lending Right Scheme 1982 (“the Scheme”) shall be varied by substituting the following for sub-paragraph (2)(g)–
g
a book which does not have an International Standard Book Number.

Article 42(3) of the Scheme shall be varied by substituting the following for sub-paragraph (c)–
c
the Registrar may disregard any loan of a book reported from a sampling point in accordance with Article 40 where the local library authority does not specify an International Standard Book Number in respect of the book.
