Before hearing any party that desires to be heard in any proceedings before her, the registrar may direct that the parties to the proceedings attend a pre-hearing review at which she may give such directions as to the conduct of the hearing as she may think fit. The registrar shall give the parties at least fourteen days notice of the date of the pre-hearing review.
