3.—(1) Except under the authority of a written licence granted by the Secretary of State under this article, no person shall—
(a)supply or deliver; or
(b)agree to supply or deliver
any goods specified in Schedule 1 to this Order to any person in Eritrea or Ethiopia.
(2) Nothing in paragraph (1)(b) of this article shall apply where the supply or delivery of the goods to the person concerned is authorised by a written licence granted by the Secretary of State under this article.
