Subject to paragraph (2), the public authorities listed in column 1 of the Schedule to this Order (being public authorities for the time being specified in Schedule 1 to the Regulation of Investigatory Powers Act 2000) are relevant public authorities for all parts of the United Kingdom.

Where there is an entry in column 2 against a particular authority, that authority is a relevant public authority for all parts of the United Kingdom only to the extent specified in that column.
