The Secretary of State, in exercise of the powers conferred by section 21 of the Chronically Sick and Disabled Persons Act 19701, now vested in him2, and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals in accordance with section 21(7E) of that Act, hereby makes the following Regulations:
