Whereas the Secretary of State, in satisfaction of the requirements of section 39(3) of the Immigration and Asylum Act 19991, has consulted, in the way he considers appropriate, persons appearing to him to be likely to be affected by the imposition of penalties under regulations made under section 39(1) of that Act;

Now, therefore, the Secretary of State, in exercise of his powers under sections 39(1), 43 and 167(1)2 of the Immigration and Asylum Act 1999, hereby makes the following Regulations:
