The Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 19721 in relation to measures relating to energy labelling and standard product information for household products2 and in relation to measures relating to energy efficiency and performance requirements for products 3, in exercise of the powers conferred by section 2(2) of that Act and of all other powers enabling her in that behalf, hereby makes the following Regulations:
