The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred upon him by section 41 of the Road Traffic Act 1988(1), and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—
1. These Regulations may be cited as The Road Vehicles Lighting (Amendment) Regulations 2001 and shall come into force on 21st March 2001.
2. In regulation 11 of the Road Vehicles Lighting Regulations 1989(2), after paragraph (2)(s) there is inserted—
“(sa)reflected blue, yellow and white light from a retro reflective plate displaying a distinguishing sign in accordance with Council Regulation (EC) No. 2411/98(3);”.

These Regulations amend the Road Vehicles Lighting Regulations 1989 by permitting, on the rear of a vehicle, a plate displaying the international distinguishing sign of the United Kingdom in accordance with Council Regulation (EC) 2411/98 (notwithstanding that it comprises retro reflective material which is not red). The Regulations have been made in consequence of the making of the Road Vehicles (Display of Registration Marks) Regulations 2001 (S.I. 2001/561).
1988 c. 52. Section 41 has been amended by the Road Traffic Act 1991, Schedule 4, paragraph 50, and Schedule 8.
S.I. 1989/1796, to which there are amendments not relevant to these Regulations.
