The Secretary of State, in exercise of the powers conferred upon him by sections 29, 29A, 29B, 43ZA, 49O, 49Q, 49R and 126(4) of the National Health Service Act 19771 and section 65 of the Health and Social Care Act 20012 and all other powers enabling him in that behalf, hereby makes the following Regulations:
