The Secretary of State for Work and Pensions, in exercise of powers conferred by sections 36C(4)(a) and (7) and (8) and 36F(3)(a) and (6) to (8) of the Bankruptcy (Scotland) Act 19851, sections 342C(4)(a) and (7) to (9) and 342F(6)(a) and (9) to (11) of the Insolvency Act 19862 and sections 11(2)(h), 12(1) to (3) and 83(1), (2), (4) and (6) of the Welfare Reform and Pensions Act 19993 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
