The Secretary of State, in exercise of the powers conferred on him by sections 134(1) and 135 of, and paragraph 1 of Schedule 26 to, the Local Government, Planning and Land Act 1980(1), and of all other powers enabling him in that behalf, hereby makes the following Order—

Citation and commencement

1.  This Order may be cited as the London Thames Gateway Development Corporation (Area and Constitution) Order 2004, and shall come into force on the day after the day on which it is approved by resolution of each House of Parliament.

Designation of urban development area

2.—(1) The area comprising the two areas shown on the maps bounded externally by a black line and edged internally with a stippled band is hereby designated as an urban development area.

(2) In paragraph (1), “the maps” means the maps numbered 1 and 2 entitled “Maps referred to in the London Thames Gateway Development Corporation (Area and Constitution) Order 2004”, of which prints, signed by a Director in the Office of the Deputy Prime Minister, are deposited and available for inspection at the offices of the First Secretary of State and at each of the offices of the London Borough Councils of Barking & Dagenham, Hackney, Havering, Newham, Tower Hamlets and Waltham Forest.

Establishment of the London Thames Gateway Development Corporation

3.—(1) For the purposes of regenerating the area designated by article 2(1) there is hereby established an urban development corporation named the “London Thames Gateway Development Corporation”.

(2) The corporation established by paragraph (1) shall consist of eleven members in addition to the chairman and deputy chairman.

Explanatory Note

(This note is not part of the Order)

This Order designates two areas in the London Thames Gateway as an urban development area, and establishes an urban development corporation to regenerate the area. The two areas are shown hatched black on the map forming part of this note.

The urban development corporation is to be called the “London Thames Gateway Development Corporation”, and will have eleven members in addition to the chairman and deputy chairman.

Prints of the maps referred to in article 2 of this Order are available for inspection at all reasonable hours in the Library of the Office of the Deputy Prime Minister, Ashdown House, 123 Victoria Street, London SW1E 6DE or at the planning offices of any of the London Borough Councils mentioned in article 2(2), namely:

  • London Borough of Barking & Dagenham, Ripple Municipal Offices, 127 Ripple Road, Barking IG11;

  • London Borough of Hackney, Dorothy Hodgkin House, 12 Reading Lane, London E8 1HJ;

  • London Borough of Havering, Mercury House, Mercury Gardens, Romford RM1 3SL;

  • London Borough of Newham, Town Hall Annexe, Barking Road, East Ham, London E6 6EH;

  • London Borough of Tower Hamlets, 41-47 Bow Road, London E3 2BS; and

  • London Borough of Waltham Forest, Chingford Municipal Offices, 16 The Ridgeway, London E4 6PS.

Section 134 was amended by the Housing and Planning Act 1986 (c. 63), sections 47, 49(2) and Part III of Schedule 12; and by the Leasehold Reform, Housing and Urban Development Act 1993 (c. 28), section 179(1), (2) and (3). Section 135 was amended by the Leasehold Reform, Housing and Urban Development Act 1993, section 179(4). The functions of the Secretary of State under sections 134, 135 and paragraph 1 of Schedule 26 were, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672), article 2; see the entry in Schedule 1 for the Local Government, Planning and Land Act 1980.
