The First Secretary of State, in exercise of the powers conferred upon him by sections 2(2), 3(5), 5(3)(g), 5(7)(b) and (c) and 11 of the Planning and Compulsory Purchase Act 20041, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
