32.  If the Licensee shall at any time fail to perform the obligations arising under the terms and conditions of any of clauses 11, 16, 19 or 20 of this licence, the Minister shall be entitled, after giving to the Licensee reasonable notice in writing of his intention, to execute any works and to provide and install any equipment which in the opinion of the Minister may be necessary to secure the performance of the said obligations or any of them and to recover the costs and expenses of so doing from the Licensee.
