The Secretary of State, being a Minister designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to the making of measures relating to basic safety standards for health protection of the general public and workers against the dangers of ionising radiation, in exercise of the powers conferred upon her by that section3, makes the following Regulations:
