Section 18(2) of the Act requires an authority to have regard for the Network Management Duty Guidance. Paragraph 47 of the guidance obliges them to reflect the arrangements they have established for fulfilling the network management duty in their Local Transport Plan (“LTP”) or, in the case of a London borough council and the Common Council of the City of London, in their Local Implementation Plan (“LIP”).
