The Secretary of State, in exercise of the powers conferred by sections 163 and 250(2) of the Housing Act 20041, makes the following Regulations:

In accordance with section 250(3) of that Act, the Secretary of State has consulted the Welsh Ministers2 in relation to residential properties in Wales.
