4.—(1) For the purposes of paragraph 1.3 of Annex I (which Annex sets out survey and certification requirements for anti-fouling systems on [F1United Kingdom ships]), in relation to a United Kingdom ship—
(a)an officer “duly authorised by [F2the Secretary of State or the administration of a Member State]” means a surveyor of ships; and
(b)“[F3a surveyor nominated for the purpose by the Secretary of State or the administration of a Member State, or by a recognised organisation acting on behalf of the Secretary of State or the administration of a Member State]” means a surveyor appointed by a Certifying Authority.
(2) For the purposes of paragraph 2.1 of that Annex, in relation to the United Kingdom the function of issuing or endorsing an AFS-Certificate or other certificate referred to in that paragraph is to be carried out by [F4the Secretary of State or] a Certifying Authority.
