3. These Regulations apply in relation to a vehicle which is a licensed hire car for the purposes of section 12 of the 1985 Act(1) at any time when that vehicle is being used to provide a local service(2) under a special licence(3).

“Licensed hire car” for the purposes of section 12 is defined in section 13(3) of the 1985 Act.

“Local service” is defined in section 2 of the 1985 Act; see also section 12(6) of the 1985 Act.

“Special licence” is defined in section 12(2) of the 1985 Act.
