<Text>The Secretary of State for Work and Pensions, in exercise of powers conferred by sections 5(1)(h) and (i), 14(1) and (2), 189(1) and (4) and 191 of the Social Security Administration Act 1992<FootnoteRef Ref="f00001"/> with the concurrence of the Commissioners for Her Majesty’s Revenue and Customs, insofar as this is required<FootnoteRef Ref="f00002"/>, and after agreement by the Social Security Advisory Committee that the proposals to make these Regulations should not be referred to it<FootnoteRef Ref="f00003"/>, makes the following Regulations.</Text></Para>
