Coming into force
The Secretary of State, in exercise of the powers conferred by sections 89(3)(a)1, 89(3)(ba)2, 105(1), 105(2)(a)3 and 105(3) of the Road Traffic Act 1988 and section 2(2) of the European Communities Act 19724, makes the following Regulations.
The Secretary of State is a Minister designated for the purpose of section 2(2) of the European Communities Act 1972 in relation to the licensing of drivers5.
The Secretary of State has consulted with relevant organisations as required by section 195(2)6 of the Road Traffic Act 1988.
