13. A collective management organisation must not discriminate against any right holder whose rights it manages under a representation agreement in particular with respect to—
(a)applicable tariffs;
(b)management fees; and
(c)the conditions for—
(i)the collection of rights revenue; and
(ii)distribution of amounts due to right holders.
