Coming into force
The Secretary of State makes these Regulations in exercise of the powers conferred by—
a
sections 67, 69, 77(3) and (4) and 213(2) of the Water Industry Act 19911, and
b
in relation to regulations 26, 31 and 33, section 2(2) of the European Communities Act 19722.
The Secretary of State has been designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the environment3.
