Mae'r Rheoliadau'n gwneud darpariaeth ar gyfer gosod cosb sifil os bydd person, ar gam, yn methu â thalu un o ffioedd y Gwasanaeth Iechyd Gwladol mewn perthynas â darparu cyffuriau a meddyginiaethau, triniaeth a chyfarpar deintyddol, gwasanaethau optegol, neu unrhyw gyfarpar arall. Mae'r Rheoliadau hefyd yn gwneud darpariaeth ar gyfer gosod cosb sifil os bydd person yn cael taliad neu fudd-dâl tuag at gost un o ffioedd neu wasanaethau'r Gwasanaeth Iechyd Gwladol nad oes gan y person hwnnw hawl i'w gael, megis talebau sbectolau'r Gwasanaeth Iechyd Gwladol neu brofion golwg di-dâl y Gwasanaeth Iechyd Gwladol.

Yn rheoliad 2 darperir ar gyfer rhoi hysbysiad cosb i berson i fynnu bod y swm y mae'r person wedi methu â'i dalu yn cael ei dalu, ynghyd â thâl cosb ychwanegol. Nodir o fewn pa gyfnod y mae'n rhaid i'r symiau hynny gael eu talu, a'r wybodaeth y mae'n rhaid i'r hysbysiad cosb ei chynnwys. Yn rheoliad 3 nodir sut y mae'n rhaid i swm y tâl cosb sy'n daladwy gael ei gyfrifo.

Os nad yw'r swm sydd i'w dalu o dan yr hysbysiad cosb yn cael ei dalu o fewn y cyfnod a ragnodir, mae rheoliad 4 yn darparu bod rhaid talu swm pellach yn gosb (“gordal”). Mae'r rheoliad yn nodi sut y mae'n rhaid i swm y gordal gael ei gyfrifo.
