The National Assembly for Wales makes the following Regulations in exercise of the powers given to the Secretary of State by sections 53(1), (2), and (4), 64(3) and 65(4) of the Local Government Finance Act 19881, which are now vested in the National Assembly for Wales so far as exercisable in Wales2.
