Mae Cynulliad Cenedlaethol Cymru, gan ei fod wedi'i ddynodi(1) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2) mewn perthynas â Pholisi Amaethyddol Cyffredin y Gymuned Ewropeaidd, drwy arfer y pwerau a roddwyd iddo gan yr adran honno, a phob pŵ er arall sy'n ei alluogi yn y cyswllt hwnnw, yn gwneud y Rheoliadau canlynol:

Enwi, cychwyn, cymhwyso a dod i ben

1.—(1) Enw'r Rheoliadau hyn yw Rheoliadau Cyfyngiadau Mewnforio ac Allforio (Clwy'r Traed a'r Genau) (Cymru) (Rhif 10) (Ffioedd) 2001; maent yn gymwys i Gymru a deuant i rym ar 30 Hydref 2001.

(2) Mae'r Rheoliadau hyn yn gymwys tan ganol nos ar 31 Rhagfyr 2001.

2.  Caiff Cynulliad Cenedlaethol Cymru, yr Ysgrifennydd Gwladol, neu'r Asiantaeth Safonau Bwyd ar ran y Cynulliad Cenedlaethol neu'r Ysgrifennydd Gwladol, godi ffi resymol mewn perthynas â chostau a dynnir yn rhesymol ganddo neu ganddi neu ar ei ran ef neu ar ei rhan hi ar ddeiliad unrhyw safle (gan gynnwys daliad) lle gwneir gwaith goruchwylio neu arolygu er mwyn penderfynu bod cynhyrchion yn gymwys i'w hanfon o dan Reoliadau Cyfyngiadau Mewnforio ac Allforio (Clwy'r Traed a'r Genau) (Cymru) (Rhif 10) 2001(3).
