O dan adran 87 o Ddeddf Llywodraeth Leol 2000, caiff Cynulliad Cenedlaethol Cymru wneud darpariaeth sy'n newid ym mha flwyddyn y mae etholiadau cyffredin cynghorwyr unrhyw awdurdod lleol penodedig i gael eu cynnal (heb newid y cynllun sydd eisoes yn bodoli ar gyfer ethol y cynghorwyr hynny).
Mae'r Gorchymyn hwn yn darparu ar gyfer addasu adran 26(1) (Etholiadau Cynghorwyr) ac adran 35(2) (Cynghorwyr Cymuned) o Ddeddf Llywodraeth Leol 1972 er mwyn gohirio etholiadau cynghorwyr i bob cyngor sir, pob cyngor bwrdeistref sirol a phob cyngor cymuned yng Nghymru am flwyddyn. Caiff yr etholiadau eu cynnal yn 2004 a phob pedair blynedd wedyn. Mae tymor swydd y cynghorwyr presennol yn cael ei estyn felly â blwyddyn.
