The National Assembly for Wales makes the following regulations in exercise of the powers given to the Secretary of State by section 27 of the Audit Commission Act 19981 which are now vested in the National Assembly for Wales in so far as exercisable in Wales2 and after consulting the Audit Commission, such associations of local authorities as appear to it to be concerned and such bodies of accountants as appear to it to be appropriate:
