Mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 140(4) a 143(1) a (2) o Ddeddf Cyllid Llywodraeth Leol 1988(1) a pharagraffau 4, 5 a 6 o Atodlen 8 iddi, sydd wedi'u breinio bellach yng Nghynulliad Cenedlaethol Cymru i'r graddau y maent yn arferadwy yng Nghymru(2):
Enwi, cychwyn a dehongli
1.—(1) Enw'r Rheoliadau hyn yw Rheoliadau Cyfraniadau Ardrethu Annomestig (Cymru) (Diwygio) 2001 a deuant i rym ar 31 Rhagfyr 2001.
(2) Yn y Rheoliadau hyn, ystyr “Rheoliadau 1992” yw Rheoliadau Cyfraniadau Ardrethu Annomestig (Cymru) 1992(3).
Diwygio Rheoliadau 1992
2. Ynglyn â'r blynyddoedd ariannol sy'n dechrau ar neu ar ôl 1 Ebrill 2002, diwygir Atodlenni 1, 2 a 4 i Reoliadau 1992 fel a ganlyn: —
(a)ym mharagraff 3(1)(b) o Atodlen 1, yn lle “75 per cent” rhoddir “90 per cent”;
(b)ym mharagraff 2(12) o Atodlen 2, yn lle “1.004” rhoddir “0.995”; ac
(c)yn lle Atodlen 4 i Reoliadau 1992 rhoddir yr Atodlen a nodir yn yr Atodlen i'r Rheoliadau hyn.
Llofnodwyd ar ran Cynulliad Cenedlaethol Cymru o dan adran 66(1) o Ddeddf Llywodraeth Cymru 1998(4).

O dan Ran II o Atodlen 8 i Ddeddf Cyllid Llywodraeth Leol 1988 mae'n ofynnol i awdurdodau bilio yng Nghymru dalu symiau (a elwir yn gyfraniadau ardrethu annomestig) i Gynulliad Cenedlaethol Cymru. Cynhwysir rheolau i gyfrifo'r symiau hynny yn Rheoliadau Cyfraniadau Ardrethu Annomestig (Cymru) 1992.
Mae'r Rheoliadau hyn yn diwygio'r Rheoliadau hynny drwy roi canran newydd ym mharagraff 3(1)(b) o Atodlen 1 (didyniadau o'r swm gros), lluosydd newydd ym mharagraff 2(12) o Atodlen 2 (rhagdybiaethau ynglyn â'r swm gros) ac Atodlen 4 newydd (ffigurau poblogaeth oedolion).
