Gweinyddu Fforwm

10.—(1) Rhaid i'r awdurdod penodi mewn perthynas â phob fforwm benodi person (a rhaid iddo beidio â bod yn aelod o'r fforwm) i weithredu fel ei Ysgrifennydd a bod yn gyfrifol am weinyddu'r fforwm.

(2) Er gwaethaf cyffredinolrwydd paragraff (1), mae dyletswyddau'r Ysgrifennwydd yn cynnwys—

(a)trefnu cyfarfodydd a llunio, cadw, cynhyrchu a chyflwyno'r cofnodion i'r cyfarfod nesaf;

(b)rheoli unrhyw adnoddau ariannol a ddarperir i'r fforwm i'w defnyddio wrth arfer ei swyddogaethau;

(c)sicrhau bod—

(i)hysbysiad o gyfarfod arfaethedig;

(ii)copi o'r agenda a luniwyd gan yr Ysgrifennydd mewn ymgynghoriad â'r Cadeirydd a'r Dirprwy Gadeirydd ac sy'n pennu'r prif fusnes y bwriedir ei drafod mewn cyfarfod;

(iii)unrhyw bapurau eraill sy'n berthnasol i gyfarfod;

yn cael eu cyflwyno naill ai'n bersonol neu drwy'r post i'r cyfeiriad hwnnw a bennir gan aelod at y diben, i bob aelod o'r fforwm fel y ceir hwy (neu yn achos cyflwyno drwy'r post fel y cyflwynir hwy yn ôl y drefn bostio arferol) o leiaf saith diwrnod clir cyn dyddiad cyfarfod;

(ch)tynnu sylw'r fforwm at ddarpariaethau unrhyw godau ymarfer cenedlaethol, canllawiau a roddir gan Gyngor Cefn Gwlad Cymru, neu gan Gynulliad Cenedlaethol Cymru a'r gofynion statudol y mae'r fforwm i roi sylw iddynt wrth arfer ei swyddogaethau.

(3) Rhaid i'r Ysgrifennydd fod yn bresennol yn holl gyfarfodydd fforwm a gall fod yn bresennol yng nghyfarfodydd unrhyw bwyllgor a sefydlir o dan reoliad 13.

(4) Os bydd yr Ysgrifennydd yn analluog dros dro, rhaid i'r awdurdod penodi benodi Ysgrifennydd Gweithredol i gyflawni dyletswyddau'r Ysgrifennydd yn ystod cyfnod ei analluedd.
