GAN FOD Cynulliad Cenedlaethol Cymru, ar ôl iddo ystyried y ffaith bod natur ei awdurdodiad drwy'r Gorchymyn hwn ar gyfer defnyddio cyfryngau cyfathrebu electronig at unrhyw ddiben yn golygu na fyddai'r graddau y byddai cofnodion o bethau sydd wedi'u gwneud i'r diben hwnnw ar gael, os o gwbl, yn llai boddhaol yn yr achosion hynny pan ddefnyddir cyfryngau cyfathrebu electronig nag y byddent mewn achosion eraill

YN AWR FELLY, mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd iddo gan adrannau 8, 9 a 10 o Ddeddf Cyfathrebu Electronig 2000(1), a gyda chydsyniad Ysgrifennydd Gwladol Cymru(2), drwy hyn yn gwneud y Gorchymyn canlynol:

At ddibenion y Gorchymyn hwn, yn rhinwedd Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) a Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 2000 (O.S. 2000/253) (Cy.5), mae gan y Cynulliad Cenedlaethol y swyddogaethau perthnasol yn, neu o dan, Ddeddf Cynllunio Gwlad a Thref 1990 (p.8) a Deddf Cynllunio (Adeiladau Rhestredig ac Ardaloedd Cadwraeth) 1990 (p.9).
