Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd iddo gan adran 31B o Ddeddf Landlord a Thenant 1985(1) ac adran 24B o Ddeddf Landlord a Thenant 1987(2), drwy hyn yn gwneud y Gorchymyn canlynol:

1985 p.70; cafodd adran 31B ei mewnosod gan adran 83(3) o Ddeddf Tai 1996 (p.52) a'i diddymu gan adran 180 o Ddeddf Cyfunddaliad a Diwygio Cyfraith Lesddaliad 2002 (p. 15) (“Deddf 2002”) o 30 Mawrth 2004 ymlaen. Trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol o dan adran 31B, i'r graddau yr oeddent yn arferadwy mewn perthynas â Chymru, i Gynulliad Cenedlaethol Cymru gan erthygl 2 o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 ac Atodlen 1 iddo (O.S. 1999/672) (“Gorchymyn 1999”), y mae diwygiadau iddo nad ydynt yn berthnasol i'r Gorchymyn hwn.

Trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol o dan adran 24B, i'r graddau yr oeddent yn arferadwy mewn perthynas â Chymru, i Gynulliad Cenedlaethol Cymru gan erthygl 2 o Orchymyn 1999 ac Atodlen 1 iddo. Mae diwygiadau i Orchymyn 1999 nad ydynt yn berthnasol i'r Gorchymyn hwn.
