Mae'r Gorchymyn hwn yn dod â'r trefniadau trosiannol a wnaed o dan Orchymyn Deddf Cynllunio a Phrynu Gorfodol 2004 (Cychwyn Rhif 4 a Darpariaethau Canlyniadol a Throsiannol a Darpariaethau Arbed) (Cymru) 2005 (“Gorchymyn Rhif 4”) i ben o ran Cyngor Sir Fynwy (“y Cyngor”).
O dan y trefniadau hynny, mae pob awdurdod cynllunio lleol a restrir yn yr Atodlen i Orchymyn Rhif 4 yn gallu parhau â'r broses sy'n arwain yn y pendraw i fabwysiadu ei gynllun datblygu unedol o dan Ddeddf Cynllunio Gwlad a Thref 1990, yn hytrach na gorfod dechrau ar y gwaith o baratoi cynllun datblygu lleol o dan Ddeddf Cynllunio a Phrynu Gorfodol 2004.
Mae'r Gorchymyn hwn yn tynnu'r Cyngor oddi ar y rhestr o awdurdodau cynllunio lleol yn yr Atodlen i Orchymyn Rhif 4 ac felly yn gosod y Cyngor o dan ddyletswydd i baratoi cynllun datblygu lleol ar gyfer ei ardal.
