The Welsh Ministers, in exercise of the powers conferred on the Secretary of State by section 21B of the Landlord and Tenant Act 19851, section 178 of the Commonhold and Leasehold Reform Act 20022 and section 26 of the Welsh Language Act 19933 and now vested in them4, make the following Regulations:
