Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 537A(1), (2) a (4) a 569(4) a (5) o Ddeddf Addysg 1996(1) ac sydd bellach wedi eu breinio ynddynt hwy(2), yn gwneud y Rheoliadau canlynol.
