Subsections (8) and (9) of section 55 are inserted by the Traffic Management Act 2004 (c. 18), section 49(2).

(2)

Section 70(3) is substituted and section 70(4A) inserted by the Traffic Management Act 2004 (c. 18), section 54(3).
